Ukraine May Allow Exports of Grain Only by Producers and State Agents

Core Tip: The Government of Ukraine is currently considering legislation that would allow only grain producers, their agents, or the State Grain Trade Organization, to export grain.
According to the Government of Ukraine’s (GoU) official web site, there is new draft legislation that was developed and registered this week by the GOU that deals with exports of grain. The provisions of this draft indicate that only the producers or those affiliated with them, or the State designated grain and grain products export-import agent, would have the right to export grain from Ukraine.

As of today, this draft legislation has not been approved or voted on in the Parliament. The current status update on the GoU web site indicates that it has been submitted for review to the following committees at the Verkhovna Rada (Parliament) of Ukraine: 

• Committee of the Verkhovna Rada of Ukraine on issues of agrarian policy and land relations
• Committee of the Verkhovna Rada of Ukraine on budget issues
• Committee of the Verkhovna Rada of Ukraine on issues of fighting organized crime and corruption
• Committee of the Verkhovna Rada of Ukraine on issues of European integration
