Last week, a theoretical part of the risk management system (RMS), created on the basis of the «Argus-Fito» Federal State Information System, was demonstrated. It came to pass due to a cooperation between the All-Russian Plant Quarantine Center Federal State Budgetary Institution («VNIIKR» FGBI), with the assistance of the Rosselkhoznadzor.
This system is able, without reducing phytosanitary safety in controlling incoming regulated products, to reduce time and logistics costs and reduce the burden on the business by addressing and differentiating cargo for inspection and laboratory research.
The meeting was attended by members of the expert group in the field of “Customs Administration” of the “Transformation of the business climate” Plan of Action, approved by Decree of the Government of the Russian Federation No. 20-r dated 01/17/2019, as well as the leadership of the Association of IFV, which recently joined the Working Group on the Evaluation of Scientific Performance FSBI "VNIIKR". Association experts noted the importance of the participation of importers in the construction of the system, which should ultimately, objectively reduce the percentage of consignments subject to actual control, without loss of control effectiveness.
