EU Commission to Review the Prolongation of Anti-Dumping Measures Against Citric Acid from China

With the publication 2013/C 351/06 in the Official Journal of the European Union, dated November 30th 2013, the EU commission has announced the initiation of an expiry review of the anti-dumping measures applicable to imports of citric acid originating in the People’s Republic of China.

As grounds for the expiry review alleged likelihood of continuation of dumping as well as likelihood of recurrence of injury are cited.

At the same time, the Commission will initiate a partial interim review of the anti-dumping measures in order to review the current form of measures and to assess the injury findings.

In addition, the Commission is going to conduct a partial interim review of Laiwu Taihe Biochemistry Co. Ltd in respect to dumping. This review is based on prima facie evidence showing that since the last investigation period Laiwu Taihe has increased production capacity and enlarged its product range. Furthermore, the dumping margin appears to be higher than the current level of measures.

Products concerned by this case are citric acid and trisodium citrate dihydrate, falling within CN codes 29181400 and 29181500. The measures which had been in force so far were definitive anti-dumping measures imposed by Council Regulation (EC) No 1193/2008.

The investigation will be concluded within 15 months of the date of this publication. During this time the current measures will remain in place.
