The proposals, announced by the previous Commission in January last year, would merge the milk scheme, in operation since 1977, with a fruit and vegetables scheme introduced in 2009.
Although MEPs have shown their political support for the plans, the future of the merger is in doubt following a decision from the Commission last December to put it on hold, pending a review into simplifying the EU's Common Agricultural Policy (CAP).
Member states have also requested that the Commission change the legal basis of the reforms.
All member states participate in the milk scheme, with 25 taking part in the fruit scheme (all except the United Kingdom, Finland and Sweden).
In backing the plans for the merger, intended to cut costs and improve efficiency, MEPs have added amendments to boost the educational measures contained in the schemes and increase the budget for the milk plan by €20m a year.
