The General Administration of Customs recently issued the Notice on the List of Overseas Manufacturers of Imported Infant and Child Formula Dairy Products Granting Continued Registration. As of the end of 2018, the validity period of registration has expired, and the registration qualifications of nine overseas manufacturers of imported infant and child formula dairy products that have not submitted the application for continuation of registration have been cancelled.
Apart from the statement of the General Administration of Customs that the validity of registration has expired but no application for continuation of registration has been submitted, it is not clear why these enterprises have not submitted the application for continuation of registration.
It is understood that since May 1, 2014, China has officially implemented the registration management of foreign enterprises importing dairy products. Foreign enterprises can import dairy products only after they have obtained the qualification of registration.
In the announcement, the General Administration of Customs said that overseas manufacturers of imported infant formula dairy products that have cancelled their registration qualifications shall not import products manufactured on or after January 1, 2019. Products manufactured before January 1, 2019 shall not be imported if their shelf life is less than 3 months at the time of customs declaration.
