The latest to hire an NMPPB consultant for the purpose of setting up a poultry processing plant is the municipal corporation of Chandigarh, a Rs 45-crore project.
Speaking to FNB News via telephone, an NMPPB official explained the steps taken before the consultancy services are offered. "We have empanelled consultants to offer services at affordable rates. First, a tripartite agreement will be signed by the Board, the consultant and the client; and then the Board and the consultant will sign a second agreement, containing the terms," he said. The cost of the consultancy services was reported to be Rs 37 lakh, but he did not confirm this.
When quizzed about the consultant's role, the official said, "He will prepare a detailed project report (DPR) containing different options for machinery and equipment, agricultural drawings, structural desginin, etc. His next document will be a tender that specifies that the project will commence only after the mandatory approvals are obtained, and if any are required before and and after it is commissioned, the consultant will comply with the same."
He added that the project will be supervised during its execution stage. To a question about the time frame set to complete the project, he said, "The will have to start work on it as soon as the consultant gets the green signal, but I am not aware of a deadline for completion." According to reports, the deadline is six months from the date the final approval is obtained. Incidentally, the amount earmarked for the project is an item in the Chandigarh civic body's annual budget.
