The month long ban is implemented in order to protect the consumer as during this period the crustacean is in the phase of moulting and cannot be eaten.

Crabs secrete calcium oxalate, a chemical that helps to build new shell element, that is harmful to human health.

The Ministerial Agreement 016 published in Official Gazette 284 of March 3, 2004, states that you can not capture, transport, market internally and externally this resource.
