On 13th June, the container carrying 98 metric tonnes of frozen oncorhynchus gorbuscha (walbaum) successfully began its journey to Thailand, which is the first time that Chinese inspection and quarantine department has provided country of origin certificate and sanitary certificate for the international-transferred aquatic product. This will not only expand the development space of the aquatic product transshipment trade in Northeast China region but also lay the basis for Dalian port to develop into international aquatic product trading center.
International transferred aquatic product means the trading mode in which the aquatic product would be temporarily stocked in bonded port area after entering a county and then shipped to other countries according to the international market demand. Based on Chinese law, the product from the county of origin shall submit relevant certificate to Chinese inspection and quarantine offices when entering China and making Customs declaration. But when the product is shipped to other countries, it can not enter the country because it will not provide the certificates any more. In previous years, the international transferred aquatic product business was just limited within a few less developed countries which didn’t require the certificate. The annual amount of the international transferred aquatic product was just 50, 000 metric tonnes, which significantly limited the economic development of the port and local regions. However, the similar open port, Pusan in Korea, can transfer as many as 800, 000 tonnes of aquatic products each year because it will provide the certificates for the transferred product.
In recent years, under the impetus of the strategies of rejuvenating China Northeast old industry base and developing coastal economic zone in Liaoning province, Dayaowan bonded port area in Dalian port has developed into the second largest national cold-chain logistics base and the second largest port of imported cold and fresh commodities. The area has developed into the large scale and intensive cold-chain logistics zone, the only regional and professional cold-chain logistics center in China containing bonded port, professional refrigeration ship berth, container terminal and cold storage as a whole. By the end of 2016, the port will reach as high as 400, 000 storage capacity and 1, 000, 000 storage capacity in the year 2020.
It’s known that Dalian port cold-chain logistics cost is just one third of that in Korean Pusan port, and its operation efficiency is more than one time that in Pusan port. For example, it would cost as high as 5.1 million yuan in one month for the 10, 000 tonnes bulk cargo carried ship in Pusan port while the cost is just 1.85 million yuan in Dalian port. What’s more, unlike the trade union-controlled Pusan port, Dalian port employs 24 hours uninterrupted operation, which brings lots of advantages to the port.
As overseas traders focus more and more on cold-chain logistics operation costs, the successful product transit and certificate issuing operation would greatly attract foreign large aquatic product supplier to store its commodities in Dayaowan bonded port and transfer them to other countries. At that time, the international-transferred aquatic product would rapidly increase, which would also bring profound influence on the cold-chain logistics development and economics rejuvenation in northeast China.
