In order to implement “Food Safety Law of the People's Republic of China”, strengthen risk grade for food production and business, carry out supervision scientifically and effectively, and promote supervision effectiveness and food safety guarantee ability, CFDA formulated “Measures for administration of risk grade for food production and business (trial)” which should be implemented on December 1st, 2016.
The “Measures” applies to administration of risk grade for producers of food and food additive with food production or business license engaged in food production, food sales and catering services. For administration of risk grade for production and business of special foods including infant formula, food for special medical purpose and health food, the “Measures” also applies.
Food producers and managers were divided into 4 grades, Grade A, Grade B, Grade C and Grade D based on risk grade in the “Measures”. Risk grade was determined by scoring method in a hundred-mark system, with score of static and dynamic risk factors being 40 and 60 respectively, with the higher the score, and the higher the risk grade. For the producers or managers with sum of risk score 0-30, 30-45, 45-60 and more than 60, they were graded as A, B, C and D respectively.
